Non-university Tertiary Education Sector PTE's

The biggest changes within this sector must inevitability be the introduction of:

  • ‘Self-evaluation’
  • EER (External Evaluation and Review) programme.
  • Provider Categories 1 to 4 with their associated incentives and sanctions

Improving educational quality and performance is NZQA’s integral driver for the evaluative approach to quality assurance. The three changes are intertwined with each other and reliant on each other for educational quality and performance success. The Category gained by a provider relies very heavily on the quality of self-evaluation and the evidence gleaned during your EER visit, which is actually based on your self-evaluation and discussions with interested stakeholders.

In this case, your ‘business risk’ is in direct proportion to your gained Provider Category.  Your EER will result in two judgements being made against your PTE, one for educational performance, the other for organisational capability in self-assessment.

If for example you gain two Highly Confident judgments or Highly Confident in educational performance and Confident in capability in self-assessment, the PTE will be catalogued as a Category 1 provider. This means any applications for programme approval and accreditation, and consent to assess only require database information and evidence of provider’s internal approval. Processing time is within 30 working days.

However, if you only gain Not Yet Confident or Not Confident verdicts, the PTE will be catalogued as a Category 3 or 4 providers. This does have consequences. This means any applications for programme approval and accreditation, and consent to assess could be suspended. Your next expensive EER could be programmed to be held within a two year period for Category 3 and six months for Category 4. These are huge business risks.
